Systematic Review of the Phenomenon of the Establishment of the University of the Republic of Indonesia

The establishment of the University of the Republic of Indonesia (URI) in July 2026 sparked sharp discourse. URI is designed as an official institution for bureaucratic elite printers. This policy affects the direction of national higher education and talent management strategies. This analysis aims to evaluate the policy of establishing URI. The evaluation is carried out through the lens of institutional governance, strategic talent management theory, and bureaucratic reform efficiency. The research method uses a qualitative Systematic Literature Review (SLR). The researcher uses PRISMA reporting guidelines to identify reputable literature from 2020 to 2026. The analysis shows that URI adopts the École Nationale d’Administration (ENA) model from France. This initiative aims to overcome the national leadership crisis. However, the concept of URI clashes with the trend of autonomy of Legal Entity State Universities (PTN-BH). This policy also triggers strong resistance due to concerns about inefficient state budget allocation. In conclusion, centralizing academic leadership into official entities risks ignoring the principles of New Public Governance. This commanding approach also threatens academic freedom. The government is advised to review the regulation. The budget focus should shift to strengthening the National Leadership Fellowship scheme at existing reputable universities.
